That's pretty intense! We deal with curses, but they're born from mankind's negativity. No human souls involved here unless it's a sorcerer that died and becomes a vengeful spirit.
Akuma can only be made from souls of the departed, called on by their loved ones. So as long as there's someone out there mourning, they can be turned into an Akuma.
Curses are everywhere, but non-sorcerers can't see them. They're usually the cause for things from lethargy to disease. Then there are the strong ones who actively hunt people.

People love mourning, so it must happen a lot. Sounds annoying since people are actively involved.
And it's not something we can really warn them about. If they're faced with a danger they can't see or don't know, then they don't know that it's dangerous at all...
The Earl usually sends Akuma over to kill 'em. But the Vatican also thinks it's a holy mission from God that they need to uphold, and the rest of humanity's just the flock that needs protecting or whatever.
